Kampala, Uganda – The Minister of State for General Duties, Henry Musasizi, today presented before Parliament the Draft Annual Budget Estimates of Revenue and Expenditure for the Financial Year 2026/27.
The budget has been prepared under the theme: “Full Monetization of the Ugandan Economy through Commercial Agriculture, Industrialization, Expanding and Broadening Services, Digital Transformation, and Market Access.”
Speaking to MPs, Musasizi said the projected total budget stands at Shs 84.294 trillion. He added that the plan aligns with the Fourth National Development Plan (NDP IV) and the Tenfold Growth Strategy.
“This will be the first budget to implement the next NRM Manifesto for 2026/27–2030/31. Priority investments include Agro-Industrialization, Tourism Development, Mineral-Based Industrial Development, Science, Technology and Innovation, ICT, and the Creative Arts Industry,” Musasizi said.
The minister highlighted key expenditure drivers, including ongoing flagship projects such as the Standard Gauge Railway, Meter Gauge Railway, Kampala-Jinja Express Highway, and the development of critical roads and electricity infrastructure for industrial parks.
Musasizi also noted that the budget provides funding for readiness activities ahead of AFCON 2027, and salary enhancements for primary school teachers, arts teachers in secondary schools, and staff in Business, Technical, and Vocational Education and Training (BTVET) institutions.
In addition, the budget includes tax policy measures totaling Shs 1.741 trillion to support revenue mobilization and finance development priorities.
The Minister confirmed that the official Budget Speech for FY 2026/27 will be delivered on Thursday, 11th June 2026.
