President Yoweri Kaguta Museveni has ordered an investigation into the withdrawal of security personnel attached to Senior Presidential Advisor on Political Affairs and Manager of the Office of the National Chairman (ONC), Hajjat Hadijah Namyalo Uzeiye, while directing that her security detail be restored.
The President reportedly said he was unaware of the decision to withdraw Namyalo’s security and instructed the relevant authorities to establish who authorised the move and the circumstances under which it was carried out.
Namyalo’s security detail, comprising officers from the Police Presidential Guard (PPG), was reportedly withdrawn on September 29, 2026, raising questions about the authority behind the decision.
Museveni’s intervention is expected to bring clarity to the circumstances surrounding the withdrawal, with the investigation expected to establish whether the decision followed established procedures and identify those responsible.
The development comes amid political disagreements involving sections of the National Resistance Movement (NRM) mobilisation structures and supporters of the Patriotic League of Uganda (PLU), particularly over political positioning ahead of the 2031 leadership debate.
The differences became more visible following an endorsement of Museveni for another term beyond 2031 by Namyalo’s mobilisation team during activities in the Bugisu sub-region.
The endorsement attracted criticism from some PLU leaders, including the organisation’s General Secretary, Twalla Fadil, and Daudi Kabanda, who heads the PLU Chairman’s Office.
The exchanges highlighted differences in political messaging among sections of the NRM mobilisation network and PLU supporters, with questions emerging over the direction of political mobilisation and succession discussions.
Namyalo heads the ONC, the NRM structure responsible for supporting Museveni in his capacity as the party’s National Chairman.
Through the office, she has coordinated nationwide mobilisation campaigns and empowerment initiatives targeting youth, women, boda boda riders and other grassroots groups.
The ONC has also played a role in popularising government programmes, strengthening grassroots party structures and promoting socioeconomic transformation initiatives.
The restoration of Namyalo’s security detail is expected to enable her to continue executing her official responsibilities as the investigation proceeds.
The inquiry will now be central to establishing how the withdrawal was initiated, the offices or individuals involved and whether the required administrative procedures were followed.
Museveni’s reported directive has consequently shifted attention to accountability within the security and administrative structures responsible for the deployment of personnel attached to senior officials.
