Uganda Launches Anticipatory Action Roadmap to Strengthen Disaster Preparedness

ENTEBBE — The Government of Uganda, in partnership with development and humanitarian agencies, today launches the Uganda Anticipatory Action Roadmap (2025–2031), a framework designed to transform the country’s disaster management approach from reactive emergency response to proactive, forecast-based action.

The roadmap is being unveiled at Imperial Resort Beach Hotel in Entebbe and is expected to guide national efforts to reduce the impact of disasters by acting before crises occur.

Developed through consultations involving government ministries, humanitarian and development partners, civil society, academia, the private sector and technical institutions, the framework seeks to safeguard lives, livelihoods and development gains from hazards including droughts, floods, disease outbreaks, pest infestations and other climate-related risks.

Officials say the roadmap is anchored on six strategic priorities: strengthening community-centred early warning systems; scaling up anticipatory actions before disasters occur; enhancing policies and legislation for proactive disaster risk management; improving coordination among government institutions and partners; establishing sustainable financing mechanisms; and promoting research, evidence generation and learning to strengthen implementation.

Uganda has already piloted anticipatory action in several emergencies, including drought responses in Karamoja and flood preparedness interventions in different parts of the country. These early actions have helped protect livelihoods, restore critical water infrastructure and support vulnerable communities before disasters reached their peak.

The roadmap also places strong emphasis on inclusive implementation by ensuring that women, youth, older persons, persons with disabilities and local leaders actively participate in disaster preparedness and response planning.

Government officials say successful implementation will require close collaboration among all stakeholders to ensure early warning information is translated into timely and coordinated action, reducing disaster losses and strengthening Uganda’s resilience to future shocks.

The launch marks a significant milestone in Uganda’s disaster risk management agenda as the country continues to strengthen climate resilience and protect communities from increasingly frequent and severe natural hazards.
