Kampala. President Yoweri Kaguta Museveni has appointed Justice Moses Kazibwe Kawumi as Uganda’s new Deputy Chief Justice and Her Worship Agnes Alum as Chief Registrar in a fresh reshuffle within the Judiciary.
The appointments, announced Thursday through a statement issued by the Presidential Press Unit, mark the first major judicial appointments in the President’s new term and come at a time when the Judiciary is pursuing reforms aimed at improving efficiency and strengthening service delivery.
According to the statement, Justice Kazibwe’s name has already been forwarded to Parliament for vetting and approval in line with constitutional requirements.
If approved by Parliament, Justice Kazibwe will deputise Chief Justice Flavian Zeija in overseeing the administration and supervision of the Judiciary. He will also be tasked with supervising the operations of the Court of Appeal and the Constitutional Court.
He is set to replace Justice Richard Buteera, who has held the position since 2020 and is nearing retirement.
The appointment of Agnes Alum as Chief Registrar places her at the centre of the Judiciary’s administrative operations, including case management, court records administration and coordination of judicial activities across the country.
Her office plays a critical role in ensuring the smooth functioning of court processes and implementation of judicial policies.
The latest appointments come as the Judiciary continues to roll out reforms focused on reducing case backlog, digitising court operations and expanding access to justice.
The changes are expected to strengthen the institution’s leadership as it pushes to modernise court systems and improve public confidence in the justice sector.
