From Survival to Growth: How PDM is Reshaping Livelihoods in Mubende District

In line with the Kisanja No Sleep agenda and the Government of Uganda’s commitment to transparency, accountability, and corruption-free service delivery, the Office of the National Chairman (ONC) has intensified monitoring of key government wealth creation programmes, with special focus on the Parish Development Model (PDM), a flagship initiative aimed at transitioning households from subsistence living to sustainable income generation.

The monitoring exercise in Mubende District was conducted by the Office of the National Chairman (ONC) Coordinator for Mubende District, Ms. Namuddu Patience. The activity was carried out under the guidance of the ONC Manager, Hajjat Hadijah Namyalo Uzeiye, in support of the vision of H.E. Yoweri Kaguta Museveni to uplift household incomes and transform livelihoods through the Parish Development Model (PDM).

During the field visit, several beneficiaries were engaged to assess the impact of PDM funds on household incomes and community development. Beneficiaries expressed appreciation to the Government of Uganda and President Museveni for empowering ordinary citizens to actively participate in economic transformation through structured financial support. The exercise emphasized proper utilization of funds, accountability, and the importance of the revolving fund system in ensuring that more households continue to benefit.

Beneficiary Profile: Mr. Muhindo Richard

One of the beneficiaries visited was Mr. Muhindo Richard, a farmer from Mugungulu Village, Mugungulu Parish, Bagezza Sub-county, Mubende District.

Mr. Muhindo thanked the Government of Uganda and President Museveni for the PDM programme, which he described as a practical intervention improving rural livelihoods.

Before accessing the funds, he engaged in farming and produce buying, cultivating approximately one and a half acres of coffee. After receiving PDM support, he reinvested in agriculture by purchasing additional coffee seedlings, expanding his coffee plantation to two acres.

“I chose coffee because it is my passion. Although it takes time before harvesting, I am confident that it will transform my life and improve my income in the future,” he said.

He further noted that the expansion of his coffee enterprise has enabled him to employ three people within his community and support fellow farmers through sharing agricultural knowledge and best practices.

Mr. Muhindo confirmed that he is in the process of repaying the funds, demonstrating commitment to the sustainability of the programme.

Beneficiary Profile: Mr. Mwesigwa Edward

During the same monitoring exercise, the ONC Coordinator also visited Mr. Mwesigwa Edward, a retired teacher from Kyakadali Village, Mugungulu Parish, Bagezza Sub-county, Mubende District.

After retiring from teaching, Mr. Mwesigwa transitioned into agriculture as a sustainable source of income. Upon receiving PDM funds, he invested in coffee farming, recognizing its long-term economic value.

He currently manages four acres of coffee developed through improved farming practices and expressed appreciation to the Government of Uganda and H.E. President Museveni for enabling citizens to access financial support for productive investment.

Mr. Mwesigwa said coffee farming has restored his sense of purpose in retirement and improved his financial outlook.

“I decided to invest in coffee because it is a reliable long-term enterprise. My dream is to build a permanent brick house and ensure my children continue receiving quality education,” he said.

He emphasized discipline and proper utilization of government funds as key to achieving success under the programme.

The monitoring exercise revealed that the Parish Development Model is steadily reshaping livelihoods in Mubende District, with beneficiaries transitioning from subsistence activities to more structured income-generating enterprises.

Key observed outcomes include:

  • Expansion of smallholder agricultural enterprises
  • Creation of employment opportunities at household level
  • Improved financial discipline and accountability
  • Increased adoption of commercial farming practices
  • Strengthened grassroots wealth creation efforts

The Office of the National Chairman reaffirmed its commitment to continuous monitoring of government programmes to ensure effective utilization of public resources and achievement of intended development outcomes.

Through ongoing field engagement, ONC continues to support government efforts aimed at ensuring that the Parish Development Model delivers sustainable improvements in household incomes, livelihoods, and socio-economic transformation across Uganda.
