Serere District — The Parish Development Model (PDM) is delivering visible socio-economic gains in Serere District, with beneficiaries reporting increased household incomes, expanded enterprises, and improved living standards across several parishes.
This was revealed during field monitoring exercises conducted by the Office of the National Chairman (ONC), led by the Serere District Coordinator, Mrs. Dinah Amuge, who visited multiple communities to assess the implementation and impact of the programme.
The monitoring exercise established that the PDM revolving fund is being increasingly channelled into productive investments, with households engaging in crop farming, livestock rearing, agro-processing, and small-scale trade. Many beneficiaries noted improvements in yields, livestock numbers, and business growth compared to the period before accessing the funds.
Mrs. Amuge noted that the programme is gradually transforming livelihoods at the grassroots level, with many households shifting from subsistence to more commercially oriented production.
“PDM is steadily changing lives in Serere,” she said. “We are seeing more households engaging in productive enterprises, increasing their incomes, and improving their ability to meet basic needs such as education, nutrition, and shelter.”
She commended parish SACCO leadership, local council structures, and community mobilisers for their role in sensitisation, accountability, and ensuring that funds are directed to viable income-generating activities. She further emphasized the importance of continuous mentorship, timely fund disbursement, and close monitoring to sustain the progress being registered.
Under the programme, government allocates Shs 100 million per parish annually through Parish SACCOs to support household-level investments aimed at boosting production and productivity, in line with national efforts to transition citizens into the money economy.
According to ONC monitoring teams, the ongoing field engagements are intended to document success stories, identify implementation challenges, and strengthen accountability mechanisms in the management and utilisation of PDM funds.
The growing number of success cases in Serere District, officials noted, reflects the broader impact of the programme as a key driver of rural transformation and inclusive economic growth across the country.
