The Minister of State for General Duties in the Ministry of Finance, Planning and Economic Development, Henry Musasizi, has presented the Ministerial Policy Statement for Vote 130 – Treasury Operations for the Financial Year 2026/27, seeking Shs33.60 trillion to cater for statutory obligations.
Mr Musasizi on Tuesday led officials from the Ministry of Finance, Planning and Economic Development before the Finance Committee of Parliament of Uganda, where he reaffirmed Government of Uganda’s commitment to prudent public financial management, fiscal discipline, and sustainable debt management.
He explained that Vote 130 provides for expenditures that are statutory and directly charged on the Consolidated Fund, including servicing of public debt and management of the Contingencies Fund.
“During FY 2026/27, Government is seeking an allocation of Shs33.60 trillion under Vote 130 to cater for these statutory obligations,” Mr Musasizi told the committee.
The minister said the allocation is critical to ensuring the country meets its debt servicing requirements and maintains fiscal stability, which he noted is key to sustaining macroeconomic growth.
In the same sitting, Mr Musasizi also led officials from the Financial Intelligence Authority to present their Ministerial Policy Statement for the Financial Year 2026/27.
He said the authority is working to enhance the integrity and stability of Uganda’s financial sector through strengthened oversight and improved systems for detecting illicit financial flows.
“In addition to facilitating effective investigation of financial crime, the Financial Intelligence Authority is keeping Uganda off the grey list of the Financial Action Task Force,” he said.
According to the minister, the indicative resource envelope for the Financial Intelligence Authority for FY 2026/27 stands at Shs50.081 billion.
Parliament’s Finance Committee is expected to scrutinise the proposals before making recommendations for incorporation into the national budget for the coming financial year.
