Full List: Inside Museveni’s New 2026–2031 Cabinet

President Yoweri Kaguta Museveni has unveiled his new Cabinet for the 2021–2031 term, retaining several key officials from his previous administration and reshuffling a number of ministries in a wide-ranging announcement submitted to Parliament for vetting.

The President, who has maintained continuity across major government positions, retained Vice President Jesca Alupo and Prime Minister Robinah Nabbanja, alongside a number of senior ministers in strategic portfolios.

Among the notable changes, Lira City Woman MP Dr. Jane Ruth Aceng has been moved from the Ministry of Health to the Ministry of ICT and National Guidance, while First Lady Janet Kataaha Museveni remains Minister of Education and Sports.

Museveni also retained Norbert Mao as Minister of Justice and Constitutional Affairs, Milly Babalanda as Minister for the Presidency, and Jim Muhwezi in the Security docket under the Office of the President.

In the security and governance cluster, the President maintained Gen. Katumba Wamala as Minister of Public Service, Maj. Gen. Kahinda Otafiire at Water and Environment, and Kiryowa Kiwanuka as Minister of Defence and Veterans Affairs.

Key economic ministries also remained largely stable, with Henry Musasizi retaining the Finance portfolio, Frank Tumwebaze at Agriculture, and Fred Byamukama at Works and Transport.

In the energy and infrastructure sector, Dr. Monica Musenero Musanza retained the Energy and Mineral Development docket, with Sidronius Opolot Okasai and Phiona Nyamutoro continuing as State Ministers for Energy and Minerals respectively.

The Ministry of Foreign Affairs will continue under Ambassador Adonia Ayebare, while the Ministry of Local Government remains under Balaam Barugahara.

Other key appointments include Tom Butime at Tourism, Wildlife and Antiquities, Sanjay Tanna at Trade, Industry and Cooperatives, and Judith Nabakooba at Lands, Housing and Urban Development.

The President also retained Justine Kasule Lumumba as Government Chief Whip, alongside several ministers of state across different sectors, including finance, health, education, and gender.

In the Office of the Prime Minister, Eng. Hillary Onek remains in charge of General Duties, while disaster preparedness and refugee affairs continue under Sam Engola.

The new Cabinet also features continued leadership in education, health, and ICT, with Dr. Chris Baryomunsi retained as Minister of Health and Jane Ruth Aceng now heading ICT and National Guidance.

The list further includes a broad mix of ministers of state across government, covering agriculture, finance, foreign affairs, gender, defence, energy, education, and local government portfolios.

President Museveni has also indicated the appointment of several Senior Presidential Advisors, including Hamson Obua, Ruth Nankabirwa, Francis Mwebesa, and Evelyn Anite, with Dr. Kenneth Omona transitioning to the diplomatic service as an ambassador to be assigned.

The full Cabinet list has been submitted to Parliament for vetting as required by law.

The reshuffle underscores continuity in key government functions while adjusting select portfolios in line with the administration’s policy priorities for the new term.
