Kampala. The retirement of 19 Uganda Peoples’ Defence Forces (UPDF) general officers on Thursday marked a significant generational transition in Uganda’s military establishment, bringing to a close decades-long careers of senior officers who served in the military, intelligence, policing, immigration and public administration.
The officers, whose careers span the transformation of Uganda’s military from the Uganda National Liberation Army (UNLA) and National Resistance Army (NRA) period into the modern UPDF, have held some of the country’s most senior security and administrative positions.
Among the most prominent retirees are General Edward Katumba Wamala, Lt Gen Charles Otema Awany, Lt Gen Charles Angina, Maj Gen Abel Kandiho, Maj Gen Geofrey Katsigazi Tumusiime, Maj Gen Apollo Kasiita-Gowa and Maj Gen Leopold Eric Kyanda.
The UPDF said the 2026 retirement exercise covers 19 General Officers, 229 Senior Officers, 205 Junior Officers and 1,364 other personnel.
The retirement of the senior commanders offers an opportunity to reflect on the careers of officers who have played influential roles in Uganda’s security architecture over several decades.
Katumba Wamala: From UNLA officer to CDF
Few careers among the retirees span as many institutions as that of Gen Edward Katumba Wamala.
Born on November 19, 1956, in Bweeza, Kalangala District, Gen Katumba joined the military in 1979 after completing studies at Bukalasa Agricultural College.
He joined the UNLA and, after officer-cadet training, was posted to Moroto.
Following the National Resistance Army’s assumption of power in 1986, he transitioned from the UNLA into the NRA, which later became the UPDF.
He rose through the ranks and commanded Ugandan forces in the Democratic Republic of Congo between 2000 and 2001.
In 2001, President Yoweri Museveni appointed him Inspector General of Police, making him the first serving UPDF officer to head the Uganda Police Force.
He served as IGP until 2005, when he returned to the military as Commander of the UPDF Land Forces.
Gen Katumba held the Land Forces command until 2013 before being promoted to General and appointed Chief of Defence Forces on May 23, 2013, succeeding Gen Aronda Nyakairima.
He served as CDF until 2017 and later transitioned into civilian administration, serving as Minister of State for Works and subsequently Minister of Works and Transport.
In 2026, he was appointed Minister of Public Service.
His public career was also marked by the June 2021 assassination attempt in Kampala in which he was wounded while his daughter, Brenda Nantongo, and driver, Haruna Kayondo, were killed.
By the time of his retirement, Gen Katumba had spent about 47 years in military service.
Otema Awany: The logistics and Reserve Force commander
Lt Gen Charles Otema Awany represents a generation of officers whose careers were closely associated with the institutional development of the UPDF.
His military career stretches back to the UNLA-NRA transition and later included senior responsibilities in logistics, engineering and military administration.
He served as Chief of Logistics and Engineering, a position responsible for supporting the operational and technical requirements of the armed forces.
In 2017, he was promoted to Major General and appointed General Officer Commanding the UPDF Reserve Force. He later rose to Lieutenant General.
Under his leadership, the Reserve Force was involved in efforts to identify, register and document veterans and other categories of reserve personnel.
The reserve component provides the UPDF with a pool of trained personnel that can reinforce the regular force when required.
Before his retirement, Lt Gen Otema handed over command of the Reserve Force to Maj Gen Joseph Ssemwanga.
The UPDF leadership commended him for his 47 years of service.
Angina: From senior commander to development administrator
Lt Gen Charles Angina’s career reflects the movement of senior UPDF officers between military command and wider government responsibilities.
Born on March 29, 1962, in Bukedea District, he joined the military in the early 1980s and was commissioned in 1985.
His professional training included military courses in China, the United States and North Korea.
He rose through the UPDF command structure and became Chief of Staff of the Land Forces.
In May 2013, he was promoted from Major General to Lieutenant General and appointed Deputy Chief of Defence Forces.
He later moved into Operation Wealth Creation, the government programme established to support agricultural production and household economic transformation.
From 2017, he served as Deputy Coordinator of Operation Wealth Creation, taking on responsibilities that extended beyond conventional military command.
His career also included assignments linked to Uganda’s regional military operations, including those involving the Democratic Republic of Congo.
By 2026, Lt Gen Angina was serving as Uganda’s Deputy Ambassador to Egypt before retiring from active military service.
Kandiho: A career shaped by military intelligence
Maj Gen Abel Kandiho became one of the most recognisable figures in Uganda’s military intelligence establishment.
He spent a substantial part of his career within the Chieftaincy of Military Intelligence (CMI), after earlier assignments that included service within the Military Police.
He was appointed head of CMI and promoted to Brigadier General in 2017. He was later promoted to Major General in 2020.
His tenure as military intelligence chief coincided with heightened security concerns in Uganda, including political tensions and strained relations between Uganda and Rwanda.
In December 2021, the United States imposed sanctions on Maj Gen Kandiho over allegations of human rights abuses. Ugandan authorities and the military rejected the allegations.
In January 2022, he was replaced as head of CMI by Maj Gen James Birungi and was subsequently assigned duties connected to South Sudan.
He later served in the Uganda Police Force as Chief of Joint Staff before being appointed Senior Presidential Adviser in 2024.
His career remains closely associated with Uganda’s military intelligence establishment and the security challenges that defined the period in which he headed CMI.
Katsigazi: From UPDF to senior police command
Maj Gen Geofrey Katsigazi Tumusiime’s career illustrates the movement of senior military officers into the country’s police leadership.
After rising through the UPDF ranks, he was appointed Deputy Inspector General of Police in 2021, replacing Lt Gen Paul Lokech, who had died earlier that year.
The appointment placed a serving Major General at the number-two position in the Uganda Police Force.
As Deputy IGP, Katsigazi was involved in administrative and operational oversight of the police force, including issues of discipline, road safety and security management.
His retirement further illustrates the longstanding institutional links between Uganda’s military and police leadership.
Kasiita-Gowa: Military experience in immigration
Maj Gen Apollo Kasiita-Gowa’s career demonstrates the deployment of senior military expertise into civilian security and administrative institutions.
He served as Uganda’s Defence Attaché in Washington, D.C., and participated in professional military programmes in the United States.
He later headed the Chieftaincy Integrated Resource Management Information Systems before being appointed head of Uganda’s immigration department in 2018.
He subsequently served as Chief of National Citizenship and Immigration Control, overseeing functions relating to citizenship, passports, migration and border management.
In March 2026, he handed over the office to Col Geoffrey Kambere, who assumed the role in an acting capacity.
His career therefore combined military diplomacy, information systems, immigration administration and border management.
Kyanda: From Presidential Guard to Joint Chief of Staff
Maj Gen Leopold Eric Kyanda also leaves behind a career spanning several sensitive and strategic positions.
He joined the military in the early 1990s and served in the Presidential Guard structure before moving into senior command and intelligence responsibilities.
He later became Commandant of the Chieftaincy of Military Intelligence and served as Uganda’s Military Attaché in Washington, D.C.
On returning to Uganda, he served as Chief of Personnel and Administration and later became Chief of Staff of the Land Forces.
In 2017, he attended the National Defence College in India for further strategic military training and was promoted to Major General in 2019.
In June 2021, he was appointed Joint Chief of Staff, replacing Lt Gen Joseph Musanyufu.
He served in the position until 2024, when he was appointed Defence Attaché.
His career took him through the Presidential Guard, military intelligence, personnel administration, Land Forces command, joint command and military diplomacy.
A changing security establishment
The retirement of the 19 general officers marks more than the departure of individual commanders. It signals the closing of an era for a generation of officers whose careers were shaped by Uganda’s transition from the UNLA and NRA period into the institutionalised UPDF.
The careers of the seven senior officers also demonstrate the increasingly broad responsibilities undertaken by Uganda’s security leadership.
Gen Katumba moved from military command to policing and Cabinet. Lt Gen Otema’s career was closely linked to logistics and reserve mobilisation, while Lt Gen Angina moved between military command, development administration and diplomacy.
Maj Gen Kandiho’s career was centred on military intelligence, while Maj Gen Katsigazi moved from the UPDF into senior police leadership. Maj Gen Kasiita-Gowa served in immigration and border management, while Maj Gen Kyanda occupied positions spanning military intelligence, Land Forces command and joint military planning.
The UPDF has described the retirement exercise as part of the normal institutional process and has recognised the departing personnel for their service to Uganda.
Their departure now creates room for a new generation of commanders to take up senior responsibilities within the UPDF and Uganda’s wider security establishment.
For the officers retiring after decades of service, the transition marks the end of a chapter that began during one of the most consequential periods in Uganda’s modern military history.
