NRM MPs Agree on Shs250,000 Monthly Contributions as Party Tightens Discipline

KAMPALA — Members of Parliament under the ruling National Resistance Movement (NRM) have agreed to contribute Shs250,000 each month towards party and Parliamentary Caucus activities as the ruling party moves to strengthen discipline, accountability and coordination among its elected leaders.

The resolution was reached during an NRM Parliamentary Caucus meeting chaired by President Yoweri Museveni at Speke Resort Munyonyo on August 7.

Under the arrangement, Shs150,000 from each MP will be remitted to the NRM party, while Shs100,000 will support the operations of the NRM Parliamentary Caucus Secretariat.

The contributions are expected to take effect retrospectively from June 2026.

Caucus information secretary Derrick Orone, who is also the MP for Gogonyo County and NRM chairperson for Pallisa District, said the resolutions were aimed at improving coordination between the party, its elected leaders and government structures.

He said the resolutions must go beyond the caucus meeting and be implemented at constituency, district and regional levels.

“We need to ensure that what has been agreed upon is translated into action at all levels,” Mr Orone said.

The caucus also resolved to strengthen discipline among NRM leaders and promote integrity, accountability and effective representation.

The MPs reaffirmed their commitment to supporting free, fair and peaceful internal elections and endorsed the ongoing Local Council and Women Council elections as important mechanisms for strengthening grassroots leadership and administration.

The lawmakers further agreed to accommodate independent Members of Parliament who subscribe to the NRM ideology and support the Government’s development agenda.

On service delivery, the caucus pledged to intensify oversight of key government programmes, including the Parish Development Model (PDM), Operation Wealth Creation and Emyooga.

The MPs said stronger monitoring was necessary to ensure that public funds allocated to the programmes reach their intended beneficiaries and translate into improved household incomes.

Education was also discussed, with the caucus expressing concern over the rising cost of education in government-aided institutions.

The lawmakers called for sustainable measures to ease the financial burden on families while improving access to affordable and quality education.

They also pledged to support investments in health, security and infrastructure, which they identified as key drivers of national development.

The caucus highlighted the importance of expanding markets for Ugandan goods and services through regional economic integration, particularly within the East African Community and other international markets.

On political matters, the MPs resolved to hold further consultations before taking a position on the candidature of Ambassador Olara Otunnu.

Mr Orone commended President Museveni, the NRM Secretariat and senior party leaders for their guidance during the caucus meeting.

He urged NRM leaders in Gogonyo County, Pallisa District and the wider Bukedi sub-region to take the resolutions to grassroots communities and encourage citizens to participate in government programmes.

The resolutions come as the NRM seeks to strengthen cohesion and discipline among its elected leaders while improving coordination, accountability and the implementation of government programmes across the country.
