MASAKA — Government has highlighted more than Shs486 billion in allocations for local governments, targeting priorities ranging from planning and infrastructure to health, roads and agricultural production.
The allocations were outlined by the Minister of State for Finance, Planning and Economic Development (General Duties), Ms Cissy Mulondo, during the Central Region Local Government Budget Consultative Workshop in Masaka City.
Ms Mulondo said the funding was part of government’s response to priorities and concerns raised by local governments during the previous budget consultation process.
Among the allocations is Shs13.2 billion for the induction of political leaders, Shs32 billion for vehicles for accounting officers and Shs16.05 billion for the Planning Grant.
Another Shs64 billion has been allocated to physical planning and coordination of public infrastructure.
Government has also set aside Shs15.8 billion to equip extension workers, Shs20 billion for ambulances and Shs9.5 billion for tourism development.
The allocations further include Shs250 billion for Greater Kampala infrastructure, Shs59.5 billion for urban roads and drainage in the six largest districts, and Shs6 billion for road maintenance.
Ms Mulondo urged local governments to ensure the resources result in improvements in service delivery, production and household incomes.
She also cautioned local government leaders against procurement delays, weak supervision and misuse of public resources, while calling for better maintenance of infrastructure.
She said the proposed 2027/28 budget would prioritise revenue mobilisation, private investment, job creation, exports, household incomes and accountability.
Local governments are required to submit their FY2027/28 Budget Framework Papers by November 13, 2026, in line with the Public Finance Management Act.
The Central Region consultations are being held under the theme: “Full Monetisation of Uganda’s Economy through Commercial Agriculture, Industrialisation, Expanding and Broadening Services, Digital Transformation and Market Access.”
The consultations form part of the preparations for the FY2027/28 national budget and provide local governments with an opportunity to present their priorities and implementation challenges.
